61.

Mr Liang Eng Hwa asked the Minister for Transport (a) if he will explain the basis for charging a $10 administrative fee for motorists who pass through an ERP gantry without a properly-inserted cashcard or a card of insufficient monetary value; and (b) whether the administrative fee is too hefty as a proportion to the ERP charges.

Mr Raymond Lim Siang Keat: Sir, the ERP system is designed to deduct ERP payment on a pay-as-you-use basis. If a motorist passes through an operating ERP gantry without a CashCard inserted in the In-vehicle Unit (IU), or with a CashCard with insufficient balance, in addition to the outstanding ERP charge, an administrative charge is also levied to recover the additional cost of processing that ERP transaction.

The additional cost of processing the transaction does not depend on the quantum of ERP charge that was not paid. Instead, it is based on the cost of processing the transaction and varies according to the mode of payment used. Hence, the administrative charge levied is different for different modes of payment, ranging from $4 to $10. For example, motorists who pay by cheque, or with cash, at Post Office counters or at LTA’s service counters, are levied a $10 administrative charge. If payments are made by electronic means through AXS machines, Self-service Automated Machines (SAMs), Onemotoring website, etc, the charge payable would be $8. Motorists who pay through their mobile service provider will only pay a $4 administrative charge.
