Mr Goode: Sir, I move,
That the Bill, be committed to a Select committee of this House.
Mr Speaker: Will you indicate the composition?
Mr Goode: Is not that for the Committee of Selection?
Mr Speaker: I have ruled in the past that the Standing Order dealing with Select Committees does not apply to a Select Committee on Bills. So, if you will move that the Bill be committed to a Select Committee consisting of Mr X as Chairman and perhaps five or six Members to be nominated by the Committee of Selection, then that will meet the case.
Mr Goode: I am sorry about it, Sir, but I have not consulted the other side of the House whom we are to put on the Select Committee. Is it in order for me to nominate four Members from my side of the House and leave the other side to put on three?
Mr Speaker: The method I think to be adopted is the one which I have indicated, and which probably is the method that will be accepted, and that is, name whoever you think should be the Chairman and then leave the selection of the actual Members of the Select Committee to the Committee of Selection.
Mr Goode: I beg your pardon, Sir, but I understood you to say that that could not be. I am happy to move that there should be a Select Committee on this Bill under your chairmanship and with such Members as may be nominated by the Committee of Selection.
Mr Speaker: Without any limit as to number?
Mr Goode: No, Sir.
Question put, and agreed to.
Resolved,
That the Bill be committed to a Select Committee with the Speaker as Chairman and members to be nominated by the Committee of Selection.
