CIVIL LIST:
(Motion):
The Minister for Finance (Mr Tharman Shanmugaratnam): Mr Speaker, Sir, I beg to move,
That this Parliament, pursuant to section 7 of the Civil List and Pension Act (Chapter 44), resolves that the Schedule to that Act be varied by deleting the figures "$3,376,800", "$73,000", "$3,600", "$4,060,800", "$2,093,600" and "$746,900" in the second column and substituting for them the figures "$4,267,500", "$73,000", "$4,500", "$4,532,400", "$2,068,300" and "$659,300" respectively.
For Class I and Class II expenditures, I propose an increase of $891,600 to $4,345,000, and an increase of $471,600 to $4,532,400, respectively from the approved FY2010 expenditures. The increased provisions are to cater for the recruitment of an additional staff officer to support the work of the Council of Presidential Advisers, and a Butler Manager to meet the increased demand for butler services at the Istana; and to meet the higher variable payments on account of the strong economic growth.
For Class III and Class IV expenditures, I propose a decrease of $25,300 to $2,068,300, and a decrease of $87,600 to $659,300, respectively from the approved FY2010 expenditures, to reflect savings on Istana's household expenses and other ad hoc expenditures.
For FY2011, provision for the total expenditure will remain unchanged at $11,605,000. However, this will be composed differently as follows: a decrease for Class I expenditures to $3,782,000 due to lower variable payments anticipated; a marginal increase for Class II expenditures to $4,537,100; an increase for Class III expenditures to $2,678,400 to cater for the Presidential Swearing-in Ceremony; and a decrease for Class IV expenditures to $607,500.
Sir, it is therefore necessary to vary the provisions in the Schedule to the Civil List and Pension Act (Chapter 44) as indicated in the Motion before the House.
Sir, I beg to move.
Question put, and agreed to.
Resolved,
That this Parliament, pursuant to section 7 of the Civil List and Pension Act (Chapter 44), resolves that the Schedule to that Act be varied by deleting the figures "$3,376,800", "$73,000", "$3,600", "$4,060,800", "$2,093,600" and "$746,900" in the second column and substituting for them the figures "$4,267,500", "$73,000", "$4,500", "$4,532,400", "$2,068,300" and "$659,300" respectively.
