Mr Sam Tan Chin Siong asked the Minister for Transport whether his Ministry will consider providing motorists early information on the location and operating times of ERP before the various gantries, which includes signage on the roads leading to the ERP gantries so that they can decide on taking alternative routes.

Mr Raymond Lim Siang Keat: Sir, signages are provided along arterials roads and expressways ahead of each ERP gantry, to alert motorists of the ERP gantry ahead. These signages are positioned to allow motorists to choose whether to pass through the gantry or use another road. For example, motorists travelling on the East Coast Parkway (ECP) towards the city in the morning will see a sign informing them of the gantry ahead before the Fort Road exit. Motorists can take the Fort Road exit if they do not wish to pass through the ERP gantry on the ECP. Whenever LTA implements a new ERP gantry, extra signages are provided in the initial period of implementation. In addition, the Expressway Monitoring Advisory System (EMAS) Travel Information Displays (TID) are also used to inform motorists when the ERP is in operation.

Notwithstanding this, we think it is better for motorists to plan their route and take into account ERP before the start of any journey. Hence, LTA informs the public ahead of time before making any changes to the ERP system. The location and operational hours of each ERP gantry are available in LTA's website and, when significant changes to ERP system are made, extensive publicity through the print media is also used to reach out to motorists. Taken together, the current information provided on the location and operational hours of ERP gantries are adequate to allow motorists to make informed decisions on the routes to take.
