REMUNERATION OF SPEAKER

REMUNERATION OF SPEAKER: 5.50 pm

The Leader of the House (Mr Mah Bow Tan): Mdm Deputy Speaker, I beg to move,

That, pursuant to Article 41 of the Constitution of the Republic of Singapore, the Speaker shall be paid with effect from 1st April 2007:

(1) a monthly salary and allowance equal to 50% of 1.48 times the salary and allowance payable to a Senior Administrative Officer on the minimum point of the Ministerial Range 4 (MR4) as specified in the Senior Administrative Officers' Scheme of Service;

(2) a non-pensionable annual fixed bonus pegged at the norm Performance Bonus rate of a Senior Administrative Officer on the minimum point of the Ministerial Range 4 (MR4) as specified in the Senior Administrative Officers' Scheme of Service; and

(3) a GDP Bonus pegged at the GDP Bonus rates payable to a Senior Administrative Officer on the minimum point of the Ministerial Range 4 (MR4) as specified in the Senior Administrative Officers' Scheme of Service.

Madam, on 9th April 2007, the Minister in charge of the Civil Service announced the revision of salaries and allowances for the Civil Service, including the political, judicial and statutory appointment holders. As Article 41 of the Constitution states that the Speaker shall be paid such salary as Parliament may from time to time determine, the House needs to pass a resolution to put into effect these salary revisions for the Speaker and Deputy Speakers.

The Speaker's full remuneration, like those of Ministers and other elected officeholders, is pegged to the salary scales of the Senior Administrative Officers' Scheme of Service. Parliament is asked to approve this Motion to fix the Speaker's remuneration to 50% of the full-time rate in line with the current part-time arrangement of the Speaker.
