Dr Choo Pei Ling asked the Minister for National Development (a) how HDB assesses whether the planning and design of new towns meet the evolving needs of residents across different life stages; (b) how resident feedback is incorporated into housing design, amenities and community infrastructure in new developments; and (c) what indicators are used to assess whether new towns are achieving their intended outcomes, including residents' quality of life and sense of community.
Mr Chee Hong Tat: The Housing and Development Board (HDB) conducts a range of qualitative and quantitative studies to understand the lived experiences of residents across different life stages. For instance, HDB conducts post-occupancy surveys about one to two years after residents move into newly-completed BTO projects. The surveys cover residents' satisfaction with design, amenities, construction quality and overall living conditions. HDB also conducts an islandwide Sample Household Survey every five years to gather feedback on public housing, identify changing needs and expectations, and track indicators, such as residents' satisfaction and sense of community.
Feedback from HDB's studies is incorporated into the planning and design of future developments. For example, recognising the importance of having more spaces for communal bonding, HDB introduced 3-Generation playgrounds that bring together children, adults and seniors. In newer precincts, HDB also provides precinct pavilions for larger social functions and community activities. As towns mature and residents' needs evolve, agencies carry out upgrading and improvement programmes, such as the Neighbourhood Renewal Programme, Silver Upgrading Programme, and Friendly Streets initiatives, while Town Councils also implement local improvement works to enhance the living environment and accessibility for residents.
