Dr Hamid Razak asked the Minister for National Development (a) over the past five years, how many Sale of Balance Flats (SBF) remained unselected at the close of selection while applicants remained in the queue but could not book them because of Ethnic Integration Policy (EIP) quotas; and (b) whether HDB evaluates if such outcomes warrant changes to how the quotas are applied.

Mr Chee Hong Tat: Flats offered in Sale of Balance Flats exercises may remain unselected due to various reasons. We are unable to isolate the effect of Ethnic Integration Policy (EIP) quotas.

We intend to retain EIP quotas as they are in place to ensure that the Housing and Development Board blocks and neighbourhoods reflect Singapore's multi-ethnic character.
