Mr David Hoe asked the Minister for National Development in respect of the HDB Conversion Scheme, (a) how many converted flats have been resold in the past 10 years and at what median prices; and (b) whether HDB assesses if their resale prices remain within reach of larger households seeking more space while remaining in their existing estate.

Mr Chee Hong Tat: The Conversion Scheme allows eligible owners of 3-room or smaller Housing and Development Board flats who require more living space to combine their flat with an adjoining 3-room or smaller unit, to form a larger flat.

From 2016 to 2025, there were a total of 408 resale transactions of such converted flats . These flats transacted at a range of prices, depending on the prevailing market condition and the flat's location and attributes. In 2025, the median resale price was $910,000. To avoid overpaying for their flats, prospective buyers are strongly advised to do thorough research, evaluate their housing options carefully and plan their finances prudently.
