Order read for resuming adjourned debate on Question - [24th August]:

That this Assembly, in accordance with subsection (3) of section 3 of the Emergency Regulations Ordinance, 1948 (No. 17 of 1948), as amended by the Emergency Regulations (Amendment) Ordinance, 1948 (No. 39 of 1948), and the Emergency Regulations (Amendment) Ordinance, 1951 (No. 9 of 1951), adopts the Proclamation made by the Governor in Council on the 16th day of July, 1955, and published as Notification No. S 199 in the Gazette Supplement No. 58 of 22nd July, 1955, as contained in Sessional Paper No. S.L. 23 of 1955, prolonging for a further period of three months commencing the 22nd day of July, 1955, the period specified in the Proclamation of Emergency made on the 21st day of April, 1955, and published as Notification No. S 113 in the Gazette Supplement No. 30 of 21st April, 1955.

Question again proposed.

Mr Lee Kuan Yew (Tanjong Pagar): Mr Speaker, Sir, having had the advantage of 12 hours to think over what the Chief Secretary (Mr W. A. C. Goode) did say, and what the Hon. the Chief Minister did not say, we, the People's Action Party, do not think that anything useful can be served at this moment by saying anything on this matter. We shall reserve our judgment until such time as we have studied the improvements and other advantages which this new legislation will introduce.

We cannot, of course, go so far with the Chief Secretary as to vote for his motion. On the other hand, we would not wish to appear unnecessarily obstructive. We shall therefore abstain until we see what he proposes to do.

The Chief Minister: Still cannot make up their minds!

Question put and agreed to.

Resolved,
