The Minister for National Development (Mr Ong Eng Guan): Mr Speaker, I beg to introduce a Bill intituled "An Ordinance to provide for the suspension of the City Council and for the transfer of its functions to the Minister for National Development".

Bill read the First time.

Mr Speaker: Second Reading, what day?

Mr Ong Eng Guan: Immediately after the conclusion of the proceedings on the Financial Procedure Bill.

Mr Speaker: So be it.

Mr Ong Eng Guan: Mr Speaker, I lay upon the Table a Certificate of Urgency signed by the Yang di-Pertuan Negara in respect of the City Council (Suspension and Transfer of Functions) Bill.

Certificate of Urgency handed in.

Mr Speaker: The Certificate is in order. Are typed copies of the Bill available for the use of Members?

Mr Ong Eng Guan: Yes.

Mr Speaker: Can I have them?

Mr Ong Eng Guan: Yes.
