Mr David Marshall asked the Minister for Home Affairs whether he will consider making study grants in the field of legal education to police officers showing special aptitude for conducting prosecutions.

Mr Ong Pang Boon: Mr Speaker, Sir, a post of Legal Officer was created in the Police Force in the 1961 Estimates with the duty, among others, of giving advanced training in law to prospective police prosecuting officers. A legal officer was seconded from the State Advocate-General's Chambers to fill this post in May 1961. But as a result of an acute shortage of legal officers, it became necessary recently for the secondment to be terminated temporarily. We hope, however, to fill the post in the near future.

Mr David Marshall: In the light of the statement made by the Minister for Law of the importance of strengthening the prosecution aspect, would the Minister for Home Affairs consider granting leave and assistance for officers who show special aptitude to study at the Faculty of Law at the University of Singapore?

Mr Ong Pang Boon: Mr Speaker, Sir, we shall consider this suggestion.
