Mr Lim Kim San: Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."

The purpose of this Bill is to provide statutory authority in accordance with clause (2) of Article 85 of the Constitution of Singapore for additional provision for expenditure in excess of the provisions for expenditure authorised by the Supply Ordinance, 1963. This additional sum, which was scheduled as a Statement of Excess, has been approved by Parliament.
