The defence build-up is levelling off. Further improvement in our defence capacity will be achieved not by greater numbers but by higher quality. The Singapore Armed Forces will therefore concentrate on improving its training programmes, methods of instruction, logistics administration and methods of utilising manpower.

Wherever possible in non-combat vocations, national servicemen will be posted to work which they intend to do after leaving the Army. Special units have been established in Mindef to plan the career development of regular officers and NCOs. It is gratifying that growing numbers of young Singaporeans have come to regard service as regular officers or NCOs as a rewarding and respected career.
