The Second Minister for Law (Mr Edwin Tong Chun Fai): Mr Speaker, I beg to move, "That the Bill be now read a Second time".

I had outlined the reasons for the amendments to this Bill earlier in my speech.

Question put, and agreed to.

Bill accordingly read a Second time and committed to a Committee of the whole House.
