Prof. Jayakumar: Mr Speaker, Sir, may I first move a procedural motion. Mr Speaker, Sir, I beg to move that the proceedings on the item under discussion and the remaining item on the Order Paper today be exempted at this day's sitting from the provisions of Standing Order No. 1.
