The Second Minister for Law (Prof. S. Jayakumar) (for the Minister for Law): Mr Deputy Speaker, Sir, I beg to move the Motion* standing in the name of the Minister for Law as it appears on the Order Paper.

*The motion, standing in the name of the Minister for Law, reads as follows:

That this Parliament, in accordance with section 4 of the Foreshores Act (Chapter 270), approves the reclamation by the Government of that portion of foreshore at Changi East containing an area of 40 hectares as shown coloured pink on the plan marked "Land Office Reclamation Plan No. 1/87" which is deposited in the Land Office, Singapore.

Sir, the Changi (North and South Bays) reclamation project which was approved by the House at our sitting on 3rd March 1982, shown coloured yellow on the plan marked "LAND OFFICE RECLAMATION PLAN NO. 1/87", is now nearing completion. The Ministry of National Development and the Ministry of Communications and Information now propose to reclaim another 40 hectares of foreshore and seabed at Changi South Bay. This is shown coloured pink on the plan. A copy of this plan is displayed in the Library of the House for the information of hon. Members. The proposed project will study the feasibility of using marine clay and sand for reclamation. If proved feasible, this will be extended to other reclamation projects. The reclaimed land will be held in reserve for airport use and/or other suitable developments.

Sir, the reclamation is estimated to cost $30 million which will be met from savings available from the Changi (North and South Bays) reclamation project. The Port of Singapore Authority, as agent of the Government for reclamation projects carried out at Changi, will be calling tenders soon. This project will take about two years to complete.

Sir, I beg to move.

Question put, and agreed to.
