(JCTC) – coordinates strategic planning, policy formulation and capability development in security and intelligence to cope with the threat of transnational terrorism. NSCC will undertake policy, planning, and risk assessment and horizon-scanning responsibilities. JCTC will serve as a centre for the strategic analysis of terrorism to provide timely and comprehensive assessments to facilitate policy-making and the development of counter-terrorism capabilities.
2 NSCS will operationalise and sustain Singapore’s new national security strategy through key programmes as follows:
Coordination of national security awareness programmes : NSCS will coordinate existing national security awareness programmes of MINDEF, MICA, MCYS and MHA.
National Security Course : NSCS will develop a National Security Course for senior security practitioners from government ministries, intelligence services and uniformed services to forge a common understanding of Singapore’s national security issues and strengthen Singapore’s national security network.
Risk Assessment and Horizon Scanning Project : NSCS will help build a risk assessment and horizon scanning capability to identify a range of possible scenarios and focus on those that have the potential to cause the greatest disruption.
3 NSCS will continue to track the coordination of several capability development programmes for enhancing security measures to raise the baseline for security in Singapore. These include aviation, maritime and cyber security; building up defences against biological and radiological terrorism; and protection of key installations.
