Mr R. Jumabhoy: May I ask the Hon. the Financial Secretary what this $10 token vote is required for?

Mr Hart: The $10 token vote under Head 5, Sir, is required to authorise the payment of revised salaries for General Clerical Service clerks on the colonial side of the Commissioner-General's Office.

Mr Lee Choon Eng (Queenstown): Can I know the difference between a $10 token vote and a $20 token vote? As far as I understand, normally a standard $10 token vote is given, but in this case it is different.

Mr Hart: The authority of the Legislature, Sir, is required for any payment of public funds for which provision is not made in the Estimates. In this case, we are introducing a new salary scale for the General Clerical Service and for what is now called the Higher Clerical Service. Where funds are available, we ask for a token vote to authorise payment from the savings available. If funds are not available, we ask for the provision required to meet the charge for the year. In this particular case, authority is required to make payment under two items under Personal Emolument - one for the General Clerical Service and the other for the Higher Clerical Service - which explains the $20 token vote.
