The Chief Minister: Sir, before I reply to the various points raised by the Opposition, may I move a motion under Standing Order 7 (11),

That the proceedings on the remaining items of business set down for this day be exempted from the provisions of Standing Order 7.

Mr Chew Swee Kee: I second it.

Mr Deputy Speaker: The Question is,

"That the proceedings on the remaining items of business set down for this day be exempted from the provisions of Standing Order 7."

As many as are of that opinion, say Aye.

Some hon. Members: Aye.

Mr Deputy Speaker: To the contrary, say No.

Mr Deputy Speaker: I think the Ayes have it? The Ayes have it.

Mr Lee Choon Eng: Mr Deputy Speaker, Sir, on a point of order. Standing Order 23 reads:

"Notice shall not be dispensed with in the case of a motion or in respect of any other proceeding for which notice is required except with the consent of the Speaker and the general assent of Members present."

The "general assent", I take it, is that every Member should agree and there should not be one dissenting voice. There was a precedent in this House where there was a dissenting voice and that motion did not go through. May I have your ruling, please?

Mr Deputy Speaker: May I refer the hon. Member to Standing Order 7 (11) which is a new amendment, of which he may not be aware? Standing Order 7 (11) reads as follows:

"A Motion may be made by a Minister, without notice, at any time between 3 p.m. and 3.30 p.m., to the effect that the proceedings of any specified business be exempted from the provisions in this Order...".

Is the Member for Queenstown satisfied now?

Mr Lee Choon Eng: If that be the case, yes.

Resolved,

That the proceedings on the remaining items of business set down for this day be exempted from the provisions of Standing Order 7.
