The Minister for Culture (Mr S. Rajaratnam): Mr Speaker, I beg to introduce a Bill intituled "An Ordinance to provide for the regulation of the use, display and performance of the State Arms, State Flag and the State National Anthem."

Mr Rajaratnam: Immediately after the conclusion of the proceedings on item 1 of the Order Paper.

Mr Speaker: So be it.

Mr Rajaratnam: Mr Speaker, Sir, I lay upon the Table a Certificate of Urgency signed by the Yang di-Pertuan Negara in respect of the Bill.
