Order for Second Reading read.

3.18 p.m.

The Acting Parliamentary Secretary to the Prime Minister (Mr Ong Chang Sam): Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."

Mr Speaker, Sir, the Agricultural Leases Bill (No. 121) and the Control of Rent (Amendment No. 3) Bill (No. 122), which make substantive changes in the law and have been drafted in accordance with the People's Action Party's announced programme, are before the House. It is our intention to refer these two Bills to Select Committees to enable the provisions to be carefully considered in the light of representations from rural organisations and other affected bodies. It will no doubt be some time before these Bills are enacted, and it is therefore necessary to extend the temporary protection against eviction which expires on 23rd January, 1961, in cases where paragraphs (i) and (k) of section 15 (1) of the Control of Rent Ordinance apply, until such time as the Control of Rent (Amendment No. 3) Bill, 1960, becomes law.

Mr Speaker, Sir, I beg to move.

Question put, and agreed to.

Bill accordingly read a Second time and committed to a Committee of the whole Assembly.

Assembly immediately resolved itself into a Committee on the Bill.-[Mr Ong Chang Sam].

Bill considered in Committee.
