FINAL SUPPLY (1962) BILL

The Minister for Finance (Dr Goh Keng Swee): Mr Speaker, I have the Yang di-Pertuan Negara's recommendation that this Bill be proceeded with.

Sir, I beg to move, "That the Bill be now read a Second time."

In 1962 it was necessary to seek supplementary provisions on two occasions. The First Supplementary Estimates of Expenditure for 1962 were considered and approved by the Assembly as Cmd. Paper 11 of 1962. The Second Supplementary Estimates of Expenditure for 1962 were approved as Cmd. Paper 11 of 1963. The First Supplementary Estimates cover Head 49, Ministry of Culture, and Head 51, Defence Services in the Schedule.

The other Heads in the Schedule are covered by the Second Supplementary Estimates. Under section 85 of the Constitution of the State, a Final Supply Bill containing any such sums which have not yet been included in any Supply Bill will have to be presented to the Assembly. The Bill before Members is to cover the expenditures not yet so included.
