The Parliamentary Secretary to the Prime Minister (Inche Yaacob bin Mohamed Al-Haj) (for the Prime Minister): (In Malay): Mr Speaker, Sir, I have been asked by the Prime Minister to move the motion standing in his name,

That this Assembly pursuant to section 3 of the Departmental Titles (Alteration) Ordinance (Chapter 55) resolves that the Schedule to the said Ordinance be amended by the addition under the headings of Old Title or Name of Office' and New Title or Name of Office' respectively the item shown in the following Schedule: - THE SCHEDULE Old Title or Name New Title or Name of Office of Office Master Attendant Director of Marine

Sir, it has been proposed that an Order should be made under the provisions of the Malaysia Act to extend certain provisions of the Federal Merchant Shipping Ordinance, 1952, to Singapore, Sarawak and Sabah to provide for the establishment and maintenance of a Malaysian Shipping Register. It is envisaged that the powers of the Director of Marine of the Federation in relation to the Register should be exercised in Singapore by the Director of Marine, Singapore, but the officer exercising such functions is known in Singapore by the title of Master Attendant.

There is before the House the Merchant Shipping (Amendment) Bill and one of the amendments provides for the change of the title of the Master Attendant to that of Director of Marine. It is, however, anticipated that this Amendment Bill will not be passed by the Legislative Assembly and come into operation before the Order relating to the Malaysian Register is made.

It is, therefore, necessary to provide for the change in the title of the office of the Master Attendant by means of a resolution under section 3 of the Departmental Titles (Alteration) Ordinance. Section 3 of the Ordinance provides that the Legislative Assembly may, by resolution, add to or amend the Schedule to the Ordinance.

Sir, I beg to move.

Question put, and agreed to.

Resolved,

That this Assembly pursuant to section 3 of the Departmental Titles (Alteration) Ordinance (Chapter 55) resolves that the Schedule to the said Ordinance be amended by the addition under the headings of Old Title or Name of Office' and New Title or Name of Office' respectively the item shown in the following Schedule: - THE SCHEDULE Old Title or Name New Title or Name of Office of Office Master Attendant Director of Marine
