Mr Speaker: I understand the Prime Minister wishes to make a Ministerial statement of urgent public importance at about half-past Four, and he has asked me leave to do so. I am prepared to grant leave, subject to the approval of the House. No dissenting voice?

We will then carry on with the business on the Order Paper. At about half-past Four, I will stop the matter under debate and allow the Prime Minister to make the statement.
