Order for Second Reading read.

3.33 p.m.

The Deputy Prime Minister (Dr Toh Chin Chye): Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."

The present Air Navigation Ordinance (Cap. 109) is obsolete and inadequate for present-day needs in the field of civil aviation. The Bill repeals the Colonial Air Navigation Order, 1949, and the Civil Aviation Act, 1949, as well as certain sections of the Air Navigation Ordinance, 1952, of Malaysia, which were extended to Singapore after Malaysia Day.

The Bill will provide the necessary legislation for the control and regulation of air navigation as laid down at the International Civil Aviation Conference held in Chicago in 1944. The ninety-six Articles of the Chicago Convention relate to privileges and restrictions of all Contracting States. The Convention provides for the adoption of international standards and recommended practices relating to air navigation, such as the installation of navigation facilities and the reduction of customs and immigration formalities to facilitate air transport. The enactment of this Ordinance is also a preliminary to our application for membership of the International Civil Aviation Organisation.

Sir, I beg to move.
