The following Question stood in the name of Mr Teong Eng Siong -
Mr Teong Eng Siong: To ask the Minister for Law and National Development (a) if immediate steps will be taken to repair Jalan Ulu Sembawang which is badly damaged; and (b) when work will commence (i) to repair Lorong Kasemek; and (ii) to install street lights at Chong Sin Road near the Huang Long Community Centre.
Mr Ng Yeow Chong (Mountbatten) rose -
Mr Speaker: Mr Ng Yeow Chong.
Mr Ng Yeow Chong: Sir, I have been asked by Mr Teong Eng Siong to raise Question No. 2.
The Minister for Law and National Development (Mr E. W. Barker): Mr Speaker, Sir, immediate steps will not be taken to repair Jalan Ulu Sembawang. The maintenance or making up of private roads is the responsibility of owners of the land fronting the roads. But the Urban and Rural Services Committee can help f the land-owner gives permission for the work and the constituency's Citizens' Consultative Committee recommends that the work be done and the cost paid from funds allocated to the constituency. Jalan Ulu Sembawang is a private road stretching from Sembawang Road to Mandai Road. A request has been received from the Sembawang Citizens' Consultative Committee to make up a portion of the road by gotong royong. Materials alone will cost about $64,000. The proposal will be tabled for consideration of the U.R.S.C, at its next meeting.
Lorong Kasemek is also a private road and a similar request has been made by the Sembawang C.C.C, to make up this road. The U.R.S.C, cannot even consider the request until permission from the landowners has been obtained.
The installation of street lights at Chong Sin Road from Huang Long Community Centre to Jalan Ulu Sembawang will commence in about a fortnight's time.
