Order for Second Reading read. 2.52 pm
The Second Minister for Law (Prof. S. Jayakumar): Mr Deputy Speaker, Sir, I beg to move, "That the Bill be now read a Second time."
Sir, I intend to be brief because this Bill only seeks to make a few minor and formal amendments to five Acts and to repeal three other Acts in accordance with the recommendations of the Law Revision Commissioners who were appointed to prepare and publish a Revised Edition of our Acts.
The object of the amendments contained in the First Schedule to the Bill is to remove and update obsolete provisions of the statute laws, but without changing their original intent or purpose. The Bill will enable the amendments to be incorporated in the new revised edition of our Acts which is expected to be published during the course of this year. The amendments are generally of a formal nature and are self-explanatory. As stated in the Explanatory Note, this Bill is not intended to affect any existing rights or duties or the operation of any other subsisting laws.
The three Acts specified in the Second Schedule to the Bill have served their purpose and ceased to have any useful operation. The Bill therefore seeks to repeal and remove these obsolete laws from the Statute Book.
Sir, I beg to move.
Question put, and agreed to.
Bill accordingly read a Second time and committed to a Committee of the whole House.
The House immediately resolved itself into a Committee on the Bill. - [Prof. S. Jayakumar].
