Official Report, 16 January 1989, Vol 52, Issue 2 Β· Open in the reader (summaries, search, filters)

Mr Speaker: Pursuant to the resolution just declared by the House, an hon. Member seated on the Backbench shall speak from the rostrum nearest his seat except when he wishes -

(a) to ask a Question for Oral Answer;

(b) to ask a brief supplementary question to elucidate an Oral Answer;

(c) to offer a brief explanation of some material part of his speech which has been misunderstood; or

(d) to briefly elucidate some matter raised by a Member in the course of his speech.

I would like to take this opportunity to remind hon. Members of the provisions of Standing Order 44(1) relating to time and manner of speaking. An hon. Member desiring to speak shall rise in his place and shall only commence to speak if he is called upon by the Chair. He shall address his observations to the Chair.

Hon. Members are also reminded of Standing Order 47(5) which provides that a Member, other than a Minister or a Parliamentary Secretary, shall be referred to by the constituency he represents or the name he was returned to Parliament. Ministers and Parliamentary Secretaries shall be referred to by the designation of the office held by them.

For ease of identification, Members of a GRC and the Non-Constituency Member would, therefore, be referred to by name.
