DR LEE BOON YANG Minister for Labour

Together with employers and workers, we will maintain a conducive work environment and create more and better jobs for our workforce. We will protect the safety, health and social security of our workers.

Labour Relations

  1. We will continue to promote harmonious industrial relations together with management and unions. To maintain international competitiveness, achieve good economic growth and generate better jobs for our people, our wage arrangements must be flexible.

Efficient use of Manpower

  1. Progress in raising the retirement age is still slow in the non-unionised sector. If this continues, legislation to effect the change will be necessary. Foreign Workers

  2. We will continue to allow a controlled pool of foreign workers to complement the domestic workforce and facilitate economic growth. We will give preference to skilled and compatible foreign workers who may be suitable for assimilation.

  3. We will vigorously prosecute those found illegally employing foreign workers, as the practice is still rampant.

Industrial Health and Safety

  1. We will protect workers' health by preventing and controlling occupational health hazards and diseases.

  2. We will continue to encourage factories to regulate themselves in order to promote industrial safety, and prevent occupational health hazards and diseases. We will step up training for workers and supervisors on industrial safety and health.

Social Security

  1. We will extend the CPF scheme to more self-employed Singaporeans and encourage more retirees to buy life annuities with their CPF minimum sums.

  2. We will implement the Edusave Scheme jointly with the Ministry of Education. This will benefit some 420,000 primary and secondary students.
