The Minister for Finance (Dr Richard Hu Tsu Tau): Mr Speaker, Sir, I beg to move,
"That Parliament, in accordance with section 11(1) of the Government Securities Act, 1992, resolves that the Minister for Finance be authorised to borrow by the issue of Government Securities in Singapore a sum not exceeding $100,000 million."
Sir, it is estimated that a sum of $100,000 million in Singapore Government Securities would have to be issued over the next five to 10 years to meet the demand for Government Securities. About 80% of the Government Securities will be issued to the CPF Board. The remaining 20% will be issued to cater to the demand of banks, insurance companies, other financial institutions, and corporate and individual investors.
The authority of Parliament is requested to enable the Government to issue Government Securities up to an amount not exceeding $100,000 million.
Sir, I beg to move.
Question put, and agreed to.
Resolved,
"That Parliament, in accordance with section 11(1) of the Government Securities Act, 1992, resolves that the Minister for Finance be authorised to borrow by the issue of Government Securities in Singapore a sum not exceeding $100,000 million."
