Mr Cheo Chai Chen asked the Minister for National Development whether his Ministry will provide roadside parking lots for the parking of heavy vehicles from 10.00 pm to 7.00 am in suitable localities in housing estates.

Mr Lim Hng Kiang (for the Minister for National Development): Mr Speaker, Sir, kerbside parking lots for overnight parking of heavy vehicles are currently provided along selected roads in HDB and industrial estates. PWD, in consultation with the Traffic Police, has identified stretches of roads where parking of heavy vehicles will not pose a danger to other road users.

To control indiscriminate parking of heavy vehicles, PWD has announced a comprehensive plan to introduce a Vehicle Parking Certificate Scheme for heavy vehicles by the end of this year. The Scheme requires each heavy vehicle to have an authorised lot for overnight parking. HDB and URA have tendered out eight off-street sites to the private sector to develop heavy vehicle parking facilities. More sites will be tendered out for heavy vehicle parking. In addition, PWD will allow some car park lots in industrial and commercial premises to be used for overnight parking of heavy vehicles.
