Dr Kanwaljit Soin asked the Minister for Communications whether any special arrangements can be made for Singaporeans above the age of 21 who are studying or working abroad to apply for Singapore Telecom Group A shares so that they too can have a share in the economy of Singapore.

Mr Mah Bow Tan: To cater for Singaporeans who were overseas, the CPF Board operated a special service to authorise the Board to apply for the Group A shares on their behalf. Members had only to fill up and submit a special Authorisation Form available at all CPF offices, by the close of the Singapore Telecom share offer.

This special service was announced in a CPF Board press release dated 10th September 1993.

Many Singaporeans who were going overseas filled up these special Authorisation Forms and returned them to the CPF Board before leaving the country. Others collected the Authorisation Forms on behalf of their relatives or friends who were working or studying abroad. As at the close of the Singapore Telecom share offer, a total of 18,117 completed Authorisation Forms were received.
