Dr Kanwaljit Soin asked the Acting Minister for National Development what new rulings the Housing and Development Board intends to implement in the allocation of flats to balance the interests of first-timers and upgraders.

Mr Lim Hng Kiang: Mr Speaker, Sir, HDB has finalised its review of the allocation system for new flats to balance the interests of first-time applicants and upgraders. I will announce details of the review later on.

Dr Kanwaljit Soin (Nominated Member): Sir, would the Minister agree that it is the Government's responsibility to provide housing for first-timers and, after that, it should be left to market forces and that we should not subsidise upgraders at the expense of other taxpayers?

Mr Lim Hng Kiang: Mr Speaker, Sir, that is not the current Government policy. Government does provide housing for first-time applicants as well as provide the facility for upgraders to upgrade to a new and better flat.

Dr Kanwaljit Soin: Would the Minister explain the rationale of subsidising upgraders? Would that not be considered a handout?

Mr Lim Hng Kiang: Sir, the Government encourages Singaporeans to upgrade because this is part of the asset enhancement programme.
