Dr Kanwaljit Soin asked the Minister for the Environment whether the Corrective Work Order scheme has worked as a deterrent measure against littering.
Mr Mah Bow Tan: The Corrective Work Order (CWO) is served on persons who have committed serious littering offences or who were repeat offenders. Since CWO was introduced in November 1992, a total of 572 littering offenders have been issued with CWOs by the Courts.
The fact that none of those who had served CWO has been caught for littering suggests that CWO has been effective in deterring them from repeating the offence.
Places at which CWOs have been carried out, eg. East Coast Park and void decks in some Town Council estates, are now much cleaner. This suggests that the sight of offenders carrying out the CWO has also been a deterrent to others, from littering.
Overall, the number of littering offences has dropped from 432 per month in 1990 to 349 in 1994.
