The Senior Parliamentary Secretary to the Minister for Law (Assoc. Prof. Ho Peng Kee): Mr Speaker, Sir, I beg to move the Motion* standing in the name of the Minister for Law as it appears on the Order Paper.

*The Motion reads as follows:

That this Parliament, in accordance with section 4 of the Foreshores Act (Cap 113) approves the reclamation by the Government of the foreshore and seabed between Pulau Seraya, Pulau Ayer Merbau, Pulau Ayer Chawan, Pulau Sakra, Pulau Pesek and Pulau Pesek Kechil containing an area of about 440.4 ha as shown coloured pink on the plan marked "LAND OFFICE RECLAMATION PLAN NO 1/95" which is deposited in the Land Office, Singapore.

Sir, Parliament at its sitting on 28th May 1993 approved Stage 1A of the reclamation of approximately 166.59 ha of foreshore/seabed between Pulau Seraya and Pulau Merlimau, Pulau Ayer Chawan, Pulau Ayer Merbau and Pulau Sakra to form the proposed Jurong Island. Stage 1A of the reclamation works is expected to be completed in 1998.

The schedule for the reclamation to form the Jurong Island has to be accelerated in order to meet the projected demand for industrial land in Singapore and to turn the amalgamated Jurong Island into a world class chemical and petrochemical complex, with related supporting industries sooner than projected. There is therefore a need to proceed with Stages 1B, 1C, 2A, 2B and 2C of the proposed reclamation to reclaim the foreshore/seabed between Pulau Seraya, Pulau Ayer Merbau, Pulau Ayer Chawan, Pulau Sakra, Pulau Pesek and Pulau Pesek Kecil as shown coloured pink on the plan marked "LAND OFFICE RECLAMATION PLAN NO. 1/95", a copy of which is displayed in the Library of this House for the information of hon. Members. The proposed reclamation will yield an additional 440.4 ha of land for industrial development.

Fills required for the proposed reclamation will be imported. The Jurong Town Corporation will be appointed as agent of the Government to oversee the reclamation works, which is estimated to cost approximately $1.199 billion. The reclamation works will commence in mid 1996 and are estimated to be completed by mid 1998.

Sir, I beg to move.

Question put, and agreed to.
