Mr Lew Syn Pau asked the Minister for National Development whether he will consider making it easier for major upgrading of common areas in private condominiums to be effected.

Mr Lim Hng Kiang: The decision to carry out major upgrading works to the common areas in private condominiums can be effected by passing a special resolution at general meetings. Under the Land Titles (Strata) Act (LTSA), a special resolution will be passed if the total number of votes cast against the resolution is not more than 25% of the total value of the votes cast. As such works are costly and require a large capital outlay from the sinking fund or even additional contributions from the owners, the requirement is not unreasonable. My Ministry therefore does not see the need to amend the current position.
