Mdm Claire Chiang See Ngoh asked the Minister for Community Development (a) what progress has been made on amending the Children and Young Persons Act and (b) what is the new deadline for tabling the Amendment Bill.
Mr Abdullah Tarmugi: (a) Progress made in the Amendments of the C&YPA
Finalisation of the Children and Young Persons Bill was delayed to allow an Inter-Ministry Committee (The Inter-Ministry Committee comprises representatives from the Subordinate Courts, Ministry of Home Affairs, Ministry of Community Development, Ministry of Law and the Attorney-General's Chambers.) to review the treatment of juvenile offenders who commit serious crimes.
The Committee has completed its work. The Ministries of Home Affairs and Community Development are studying the implementation of the recommendations of the Committee. The implementation of the recommendations will have implications on the Children and Young Persons Act as well as other legislations.
(b) Deadline for Tabling of Amendment Bill
The Ministry is targeting to introduce the Bill in the 2nd quarter of this year.
