The Leader of the House (Mr Wong Kan Seng): Mr Deputy Speaker, Sir, I beg to move,

That this Parliament, noting the Second Report of the Commission on Parliament Staff as contained in Paper Misc. 7 of 2000, accepts the recommendations of the Commission as contained in paragraph 5 thereof and resolves in accordance with such recommendations.

Sir, in accordance with Article 51(6) of the Constitution of Singapore, a Commission consisting of the Speaker, the Deputy Prime Minister, the Minister for Finance, the Chairman of the Public Service Commission and myself was set up to consider the revision of salaries for officers in the Parliamentary Service.

The Commission has presented its Report to Parliament on 23rd December 2000. The Commission considered a proposal to increase the gross monthly salaries of Timescale officers in the Parliamentary Service by 5% with effect from 1st November 2000. It also considered a proposal to increase the base rate Performance Bonus by 0.5 month to Timescale officers in Grades III, IVA, IV and V in the Parliamentary Service with effect from the year 2000 Performance Bonus exercise.

The Parliamentary Service adopts a structure which is common to the Senior Officer Scheme and the above proposals were made following a similar revision to the salaries of the Senior Officer Scheme with effect from 1st November 2000. The recommendations of the Commission are contained in the Report which I have mentioned.

The House is asked to accept and approve the recommendations of the Commission.

Question put, and agreed to.

Resolved,

That this Parliament, noting the Second Report of the Commission on Parliament Staff as contained in Paper Misc. 7 of 2000, accepts the recommendations of the Commission as contained in paragraph 5 thereof and resolves in accordance with such recommendations.
