28.

Mr Steve Chia Kiah Hong asked the Minister for National Development (a) what is the detailed cost breakdown of the announced upgrading plans for the Tampines, East Coast, Aljunied, Sembawang and Pasir-Ris Punggol Group Representation Constituencies as announced recently through the media; (b) what is the estimated co-sharing cost that residents are expected to pay; and (c) what is the cost that residents have had to pay for the lift upgrading programme that has been completed to date.

Mr Mah Bow Tan: The cost of the upgrading plans that have been announced is $330 million for Tampines GRC, $500 million for East Coast GRC, $160 million for Aljunied GRC, $570 million for Sembawang GRC and $950 million for Pasir Ris-Punggol GRC. Part of the budget for each GRC is for infrastructural works like providing new facilities and

amenities. The rest is for HDB upgrading programmes, such as the Lift Upgrading Programme (LUP).

The upgrading programmes for HDB estates are heavily subsidised by the Government. For example, under the LUP, citizen lessees who benefit from the programme co-pay between 5% and 12.5% of the total cost, based on their flat type, subject to a cap of $3,000. Singapore PR households do not receive any subsidies and pay full cost.
