HDB CAR PARKS

**

(Holders of two separate season parking passes): **

9.

Dr Lim Wee Kiak asked the Minister for National Development (a) in the last five years, how many car owners were holders of two separate season parking passes in HDB car parks; and (b) will HDB review the charges for a car owner who holds two season parking passes since at any one time he can only be using one car-park pass.

Mr Mah Bow Tan: In the last five years, there were about 9,000 motorists who purchased two or more season parking tickets for the same car or commercial vehicle each month, for parking in different HDB car parks.

Parking charges are levied to recover the cost of providing and maintaining HDB car parks(3). They also serve to regulate parking demand. HDB sets aside a parking lot for every season parking ticket purchased by a motorist. This is to ensure availability of parking lots to season ticket holders. As such, it will have to charge the full price for the season parking ticket regardless of whether it is the first or second ticket purchased by the motorist.

For motorists who park regularly at another car park, they have the choice of using hourly or whole day parking coupons, besides buying a second season parking ticket.

(3) The current parking charges are below cost recovery for residential car parks. Based on the audited account for FY05/06, Car Park Activity registered a deficit of $71.9 million.
