Order for Second Reading read.
10.17 a.m.
The Minister for Local Government, Lands and Housing (Dato Abdul Hamid Bin Haji Jumat): Mr Speaker, Sir, I have His Excellency's recommendation and consent to proceed with this Bill. I therefore move, "That the Bill be now read a Second time."
As pointed out in the Explanatory Statement, this Bill arises out of the constitutional changes in the Federation of Malaya. The office of the Chief Secretary, Federation of Malaya, no longer exists and the properties formerly vested in him have been vested in the Federal Lands Commissioner by the Federal Lands Commissioner Ordinance, 1957. So too the rights, powers and liabilities formerly vested in or imposed on the Chief Secretary by the Chief Secretary (Incorporation) Ordinance, 1949, of the Federation of Malaya have been vested in and imposed on the Federal Lands Commissioner.
This Bill is complementary to the Federal Lands Commissioner Ordinance, 1957, and is designed to incorporate the Federal Lands Commissioner of the Federation of Malaya in Singapore and to provide for the transfer to that corporation of all the properties formerly vested in the Chief Secretary, Federation of Malaya.
A number of minor amendments to the Bill of which I have given notice, Sir, will be moved by me at the Committee stage.
