The Parliamentary Secretary to the Prime Minister (Mr Chan Sun Wing) (for the Prime Minister): Mr Speaker, Sir, I beg to move the motion standing in the name of the Prime Minister, namely,

That this Assembly, in accordance with section 4 of the Foreshores Ordinance (Chapter 246), approves the reclamation by Government of that portion of the foreshore and seabed containing an area of approximately 132,925 square feet adjoining Lots 569-1, 423-3, 421-1, 421-2 and 552, Mukim XXV, being land at Tanjong Rhu Road, as delineated on plans which are deposited at the Land Office, Singapore.

This motion is the result of an application by Messrs. Standard-Vacuum Oil Company for permission to reclaim part of the foreshore and sea-bed adjacent to the oil storage terminal at Tanjong Rhu. The Company propose to use the land or the storage and distribution of petroleum and for purposes connected therewith.

Under section 4 of the Foreshores Ordinance, no reclamation can be made without the sanction of this Assembly. The object of this motion is to give the requisite authority. The Company will act as agents for the Government in making the reclamation and the usual indemnity by deed will be taken. When the reclamation is complete, the land will become State land and a lease will be issued to the Company.

Sir, I beg to move.
