Mr Teo Chong Tee asked the Minister for National Development what development plans his Ministry has for Changi constituency in the next five years, other than the Changi Airport project.

Mr Teh Cheang Wan: Mr Speaker, Sir, there are several development plans for Changi constituency in the next five years.

The Jurong Town Corporation will develop the new Changi South Industrial Estate for clean industries. The Estate covers some 170 hectares and will be planned in a park-like setting.

The Parks and Recreation Department will develop the East Coast Park Extension and the coastal strip abutting the Changi Airport. The area involved is about 113 hectares. Basic park amenities such as cycle tracks, benches and refreshment facilities will be provided.

Singapore Airlines will be developing a 2.8 hectare Sports Complex near Fairy Point. The Complex will provide a comprehensive range of sporting and recreational facilities.

Several road projects have been planned to serve the Constituency. The portion of the Pan-island Expressway in the Changi constituency will be completed within the next two to three years. The north-south arterial road linking the Pan-Island Expressway with the East Coast Parkway will be completed within the next five years. The New Upper Changi Road from Bedok Road to Tampines Road now under construction will be completed next year. A coastal road next to the Airport running towards Changi Point will be completed within the next three years.

Mr Teo Chong Tee: Sir, may I ask the Hon. Minister whether there are any plans to build Housing Board flats, although the number of residents in Changi is getting less and less each day?

Mr Teh Cheang Wan: Mr Speaker, Sir, with the development of the new Changi Airport we have exercised considerable restraint in the construction of HDB flats in the area because most parts of the Constituency fall within the noise zone. It is just like the present Paya Lebar Airport where there is virtually no construction of flats in the Paya Lebar constituency.
