Mr J.B. Jeyaretnam asked the Minister for Home Affairs (a) if he will give the number of foreigners employed in Singapore on employment passes as at 1st August, 1984, in the following sectors: (i) oil industry; (ii) manufacturing industry; (iii) construction industry; (iv) transport, services and other related activities; (v) banks and finance companies; and (vi) business houses; and (b) if he will state what considerations govern the granting of employment passes.
Mr Chua Sian Chin: As at 31st July, 1984, there were 25,230 foreigners on employment passes in Singapore. The breakdown of the figures as sought by the Member is not available.
A foreigner whose basic salary per month is more than $1500 may apply for an Employment Pass to work in Singapore. Graduates with recognised tertiary qualifications will be considered for Employment Passes even if they earn less than $1500 pm. Employment Passes are granted to those who can be of economic benefit to Singapore. They must be able to contribute to our economic growth and progress. When there is a doubt about the applicant's professional standing or technical competence, the Immigration Department will refer the application to the relevant vetting Ministry or Department for advice. Each application will be considered on its own merits.
