WORK PERMIT HOLDERS
16.
Mr Steve Chia Kiah Hong asked the Minister for Home Affairs for the last 5 years how many (i) fatal and non-fatal road accidents in Singapore are caused by drivers who are work permit holders and (ii) work permit holders who are not licensed are caught for driving on our roads.
Mr Wong Kan Seng: In 2003 and 2004, there were 20 and 23 fatal accidents respectively involving drivers or riders who were work permit holders. The number of non-fatal injury cases involving drivers or riders holding work permits in 2003 and 2004 were 860 and 900 respectively. However, from the data available to us, it is not possible to determine how many of the accidents were actually caused by the work permit holders.
Before 2003, the Traffic Police's accident data did not distinguish work permit holders from foreigners with other immigration passes or visa types.
The number of summonses issued to work permit holders for driving or riding in Singapore without a driving licence for the years 2000-2004 were 660, 450, 190, 280 and 160 respectively.
