Mr Zainal Sapari asked the Minister for National Development whether HDB will revise the minimum household income from below $800 to below $1,000 for tenants to be eligible for the first-tier rental rates under HDB's Public Rental Scheme for HDB flats in their first and second rental renewals.

Mr Khaw Boon Wan: Public rental flats are intended for low-income households who have no other housing options and family support. The $800 income threshold covers the lowest 12% income households and is not inappropriate. Among the current HDB rental households, 70% of them belong to this tier.

We therefore have no plan to raise the income threshold. However, we do exercise flexibility and waive the rent increase to help those in financial difficulties, including those whose income has increased marginally.
