Mr Gan Thiam Poh asked the Minister for Transport (a) whether the Park and Ride Scheme has achieved its objective since its last review in 2010 and the introduction of the three initiatives then; and (b) whether LTA will consider increasing the number of Park and Ride car parks particularly in Sengkang, Punggol and Pasir Ris.

Mr Lui Tuck Yew: The Park and Ride Scheme encourages motorists to park their vehicles at designated car parks near public transport nodes and use public transport to continue their journeys.

In 2010, LTA worked with TransitLink to improve the scheme in three ways. First, in collaboration with HDB, we added eight new Park and Ride car parks and a total of 200 new parking lots. Secondly, TransitLink implemented the on-line purchase of Park and Ride ticket sets in June 2010, which has improved convenience for users. Currently, on-line sales account for about 38% of the Park and Ride sets sold per month. Thirdly, more publicity has been done for the scheme via channels, such as the PublicTransport@sg portal and sending leaflets to motorists.

Since the implementation of these initiatives, the number of Park and Ride users has increased from about 1,500 to over 1,700 (or by about 13%). We have also improved the average utilisation rate in more than 60% of car parks in the scheme.

Mr Gan requested LTA to consider increasing the number of Park and Ride car parks, particularly in Sengkang, Punggol and Pasir Ris. For the north-east sector, there is an existing Park and Ride car park located at Compassvale Road, near Sengkang MRT station, and which is therefore also available to Punggol residents. There is also one located at Pasir Ris Drive 1, near Pasir Ris MRT station. The utilisation rates for both these car parks, which are about 300 metres away from the MRT stations, are below 50% and hence there are sufficient parking lots to cater to Park and Ride users.

I assure the Member that we will continue to monitor and assess if more carparks and more lots are needed for the Park and Ride scheme.
