Mr Tan Chuan-Jin: The Work Injury Compensation Act (WICA) is a no-fault regime that requires employers or their insurers to compensate all workers employed under a contract of service if they sustain an injury arising out of and in the course of employment. This requirement holds regardless of the employee's level of income, whether they are casual workers or on short-term contracts.
