Ms Mary Liew asked the Acting Minister for Community Development, Youth and Sports in light of the recommendations of the Inter-Agency Taskforce on Trafficking in Persons (a) whether there are enough shelters provided for victims of trafficking; and (b) what other measures will the Ministry be putting in place to help protect and rehabilitate victims of trafficking.
Mr Chan Chun Sing: The Inter-Agency Taskforce on Trafficking in Persons, comprising agencies, such as MHA, MOM, MCYS and MOH, was formed in 2010. The Taskforce has since developed a national plan of action along the "4P" strategy of Prevention, Prosecution, Protection and Partnerships.
For the protection of victims of trafficking, there are shelters and dormitories which provide care and rehabilitation. Female victims of trafficking are accommodated in shelters run by voluntary welfare organisations and funded by MCYS. Possible male victims of labour trafficking are housed in dormitories, and their upkeep is funded by MOM. There is currently sufficient capacity in these facilities. Fewer than 30 victims were referred to MCYS last year. Notwithstanding, MCYS regularly reviews the adequacy of shelters in terms of both capacity and services and is prepared to expand capacity where necessary.

To aid victims in their rehabilitation, we are reviewing the services for them, including medical care, counselling and translation services. MCYS, together with MOM, will also explore the possibility of work facilitation and training for victims who are suitable to take on employment while they are in Singapore. In addition, the Taskforce is looking into other protection measures, such as developing clear procedures to identify victims, and training enforcement officers to identify, manage and refer victims to agencies for protection.
