Mr Khaw Boon Wan: The HDB flats and shops at Outram Park were demolished in 2003, as part of our renewal plans for older HDB estates and towns under SERS. Most of the affected flat owners had subsequently moved into their new replacement flats at Cantonment Close.

Under Master Plan 2003, Outram Park was to be developed for high-density housing. The development plans were however affected by SARS and the ensuing economic slowdown, and were put on hold.

In 2007, URA released a mixed use site adjacent to Outram Park, and just above the Outram Park MRT Station, on the Reserve List of the Government Land Sales programme, with the intention to kick-start development in the area. There was however no market interest and the site was removed from the Reserve List in 2009.

URA is currently reviewing the development plans for Outram Park and the surrounding Pearl's Hill area to optimise land use for housing, transport and other developments. We will publish these plans when we have completed the review. The SERS site will definitely be put to good use.
